These prisoners can disguise as refugees using names from the murdered civilians and invade Europe without even being interrogated.
It’s not the first time such a choice has been offered, in Russia, or around the world, and is unlikely to be the last. Wars tend cause “scraping out the barrels”, bottoms included.
