With the Holy See being impeded, I wonder about the validity of all these appointments.
If the previous bishop freely renounces, recognizing Pope Francis as one not having impeded the See by his personal errors, then after three months it seems to be, according to canon 188 and 189 §3 that the renunciation is valid and he loses right to contest it, seeing that in canon 199, such a right to contestation is not included under rights which are protected against prescription, that is, by being obtained by usucapione, use without claim by another of the right. Since the episcopal office of governance in this or that particular diocese is of purely ecclesiastical right, it appears it can be lost by such events and gained by a nomination by a superior whom others might contest as impeded. In fact, as much as I know, after the Great Schism 1378-1415, no bishops appointed by the antipope were removed from office.
However, this does not mean, that to remove scandal and protect the faithful from criminal predators, another Pope could not remove all the bishops and cardinals appointed by Pope Francis.
