Editor’s Note: The assertions last Tuesday, that Pope Francis is too ill to meet with anyone, not even the heads of the “dicasteries” of the Roman Curia, has raised well founded canonical doubts as to whether the Apostolic See has been impeded by his ill health or by the controls placed on visiting him.
An impeded see occurs when the Faithful, especially the hierarchy, cannot communicate with the Pope freely. The Apostolic See was impeded from Feb. 28, 2013 to Dec. 31, 2023, when Pope Benedict XVI was effectively cut off from any communication with anyone in the outside world, who wanted to speak with him. Not even Cardinals could obtain an audience without a very complicated and politically controlled approval process!
With Pope Francis being claimed to be so ill, now, that similarly no one can freely speak with him, the Apostolic See has entered into apparently the same situation.
Sensitive to this and perhaps already having received numerous complaints from the members of the College of Cardinals and Roman Curia, who want to authenticate that it is really Pope Francis who is approving all these alleged acts and documents being emanated in his name, Cardinal Parolin struggled to respond to reporters’ questions regarding who is really running the Vatican right now.
His above affirmation that Pope Francis “will perhaps never return to governing” as he did before, “but a way will be found” will only add to the controversy. For, as Romans say, until a thing is denied, don’t believe it is true! — Anyhow, by using the future of the verb, Parolin has already let slip that Pope Francis is NOT presently governing the Vatican, he is.
During an impeded See, the Bishops of the Roman Province can, on their own authority without the permission of the Pope or his Secretary of State, convoke a Provincial Synod, which has immense powers, and hear and judge accusations against him for heresy, schism, corruption, apostasy, and having an invalid claim to the papacy. This is perhaps the most grave of the reasons for Parolin’s worry to explain the situation.
Though the Bishops of the Province have already received numerous official canonical petitions from all over the world, via the Sutri Initiative, they have added motive now to act, since if they removed an unworthy man from the Papacy, who is considered unworthy, at least in private, by the vast majority of the Faithful, it is even more likely that they will be in the good graces of his successor.
But if they only want to hand down a binding judgement as to whether Pope Francis is compos mentis or not, that is still mentally competent to govern, they also have the authority to issue a binding judgement on the matter, as per canons 440 ff..
Cardinal Parolin buries his own Candidacy as the next Pope
UPDATE March 30, 2025:
Later that very afternoon, in which he admitted he was running the Vatican, not Pope Francis, Parolin had Vatican News run this story to counter what he said, pretending he never said it (see below). Thus, Cardinal Parolin has just shot his candidacy to be the next Pope in the foot, because he has shown that he is indiscreet when answering questions.

That document emanates from the Dicastery for the Doctrine of the Faith back in March of 2024. That Dicastery was never established in existence by anyone holding the Petrine Munus, on the date of its alleged creation; so all of its documents are juridically invalid.
