In the book Rules of the Game, Jutland and the British Naval Command by Andrew Gordon he writes that there were many masons in the British Navy during WWI and that some ships had so many they could have actually had their own lodge. Not sure this applies to the US Navy, but if it did it could be a means by which someone like Cardinal Prevost’s father became a freemason and then passed that on to his youngest son. Just a speculation.
It is true, there are masonic lodges on every military base in the USA. JFK wanted to remove them, and they assassinated him before he could.
