She does not say it: but there are bullets made from frozen materials which dissolve after entering the human body.
However, Candace also says that a firestorm of attacks, even from friends, have begun to attack her to convince her to stop her investigation.

So far no one can explain
1) why there is no exit wound from a .30-06
2) why the .30-06 did not tear his head right off
3) why there is NO blood splatter, only blood apparently gushing like a fountain from the carotid artery
4) why no bullet was found outside of the body
5) why the police were looking for a bullet outside of the body.
6) why the authorities have not confirmed a bullet was found inside the body.
