Kirk Assassination: FBI arrived at 12:39 PM on Sept. 10? Whaat?

One of the curious anomalies about the Kirk Assassination, is that the FBI office in Salt Lake City, which was mobilized to send agents to the scene of the crime almost immediately, is 43 minutes away from the Utah Valley University campus. But according to the report, above, they arrived at 12:39 P.M. when numerous reports say Charlie Kirk was assassinated at 12:23 P.M..

So either these Agents were already in the area, or they traveled twice as fast as normal traffic would permit. Or they left their HQ in Salt Lake City, 27 minutes BEFORE the Assassination took place.

So what were they doing in the area? And exactly which FBI agents were able to arrive 17 minutes after the shooting took place?

The Kirk Assassination has become one of the biggest modern controversies since the assassination of U.S. President John F. Kennedy in 1963, on Nov. 22 of that year, precisely because so many hot topics in U.S. politics intersect in the circumstances before, during and after the shooting.
